GetRuntimeEnvironmentUserAgent(RuntimeProbe?)

Describes the runtime the way provider user-agent strings do. Window is checked first, then navigator, then Node, then the Edge runtime. Returns an empty string when the runtime is unknown, so callers can omit it.
